CYBERTOWN SENIOR PARTICIPATION GUIDELINES
The following sets out the basic Guidelines for all Senior Participation in Cybertown.

1) The Cybertown Constitution is to be referred to as the senior guideline in all matters of policy. This also applies to the Legal Notices.
2) Council laws and procedures may not supercede or violate the Cybertown Constitution or the Legal Notices.
3) The Mayor's Office and City Council meets regularly to discuss and obtain resolutions for any situations in town. Minutes are kept of these meetings and what was decided. These are forwarded to the Founder.
4) The Mayor and City Council also from time to time shall hold public meetings to brief the citizens on town activities and expansion and to answer questions from the citizens.
5) Internally in town, the command hierarchy is as shown in this Org Chart
6) The Council uses majority vote to determine new policies or actions.
7) In the event of a tie, the Mayor may act as tie-breaker. The Mayor may also veto a decision if it is clearly potentially harmful to Cybertown.
8) In the matter of minor local policy decisions to handle a town situation, the Council makes its decision and only informs the Founder as above. The Founder will only comment if he sees that the policy or decision is in some way potentially harmful based on other information that he may be in possession of.
9) For policy decisions that involve a major change to some aspect of Cybertown, the Council may propose these with full information to the Founder for approval.
10) No policy shall be considered valid or enforcable unless it:

a) has been voted upon and passed by the Council
b) not been veto'd by the Mayor or Founder or succesfully queried
c) has been published in writing accessible via a link at the Information button of City Hall (confidential or sensitive internal policies would be published only at the Council Office Information button link).


11) If a Council Member or other Senior participant strongly disagrees with a voted policy, decision or order, he/she may politely query it within 48 hours to the Council or their senior giving full information in writing as to why it may be destructive and also suggesting a positive alternative. In the absence of this, the voted policy, decision or order must be followed. If after reviewing the query the voted policy, decision or order is confirmed and put in writing then it must be followed.
12) Confidential matters discussed by or revealed to the Council or other Senior participant must remain confidential until such time as confidentiality is lifted.
Additionally, any citizen applying for a position on the Council who is discovered to have previously been the recipient of leaked confidential information without reporting it to the Security Commissioner is automatically disqualified from receiving a seat on the Council as they would have already been willing accessories to violations of the Senior Participation Guidelines.
13) For a number of reasons that should be obvious, no Council Member, Security Member, tooled member or other Senior participant may hold a senior position in another online community, particularly one based on the blaxxun platform. This point is petitionable with full data to the Mayor with final approval by the Founder.
14) A Council Member may be removed from the Council by majority vote for failure to abide by these Guidelines or by published policies. Other Senior participants failing to abide by these Guidelines may be removed by their direct senior. The offending member will first be warned and if he/she persists in such failure, they may then be removed. If the violation is proven deliberate and/or considered sufficiently severe, the warning step may be waived as these Guidelines will be considered sufficient warning.
15) Strikes and mutinies will be instant cause for dismissal from the Council and from any job in Cyberown.
16) Since public resignations are often done in an effort to upset others, if a Council or other Senior participant member feels it necessary to resign and they feel honestly that they have done everything possible to handle a situation but that no previous and honest attempt to handle the situation has been effective, they should resign only to their senior and between them mutually work out how the resignation will be publicised to others.
17) All issues will be resolved entirely via rational discussion.
18) If the Council cannot agree on an issue, they may present their information for adjudication to an impartial Ombudsman* who will represent the Founder in such matters. This position will be created as necessary by mutual agreement of the Council and the Founder (and hopefully never needed). This is because a major function of the Council is to handle situations locally so as to help enable the Founder to have the time and space to do his job.
19) If someone approaches a Council Member or other Senior participant and requests information and claims that the Founder or another Council Member has requested it, always check with the Founder or the other Council Member before giving out that information.
20) The Council and other Senior participants will always work in full open communication with each other and with the Founder.
21) The Council and other Senior participants will always strive to maintain affinity with other Council Members and each other and to always strive for agreement.


* Ombudsman - A person who investigates complaints, reports findings, and mediates fair settlements, especially between aggrieved parties.
